The  Indian  health Service  (IHS)  Provides  medical  assistance to eligible  American  Indian at  IHS  facilities  and  help pay  the  cost  of  some  service  provided  by  the non  -IHS  health  care  providers.

   In 1976  some  began  providing guaranteed  - issuance risk pool  which enable the individual  who are  medically  uninsurable  through  private  health insure  to purchase  the states sponsored health  insurance plans  usually  at  the higher cost . Minnesota  was the first to offers  such a the  plan ; 34 states  (Alabama ,Alaska, Arkansas, California, Colorado, Connecticut, Florida, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maryland, Minnesota, Mississippi, Missouri, Montana, Nebraska, New Hampshire, New Mexico, North Carolina, North Dakota, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Texas, Utah, Washington, West Virginia, Wisconsin, Wyoming) now  offer  them.

    Plans very  greatly  from the states to be state  both  in their cost  and benefit  to theuninsurables  market — about 182,000  people  in  the  U.S.  as  of  2004,   and  about 200, 000  in  2008.These
